I think it should be possible. Csound has opcodes to detect pitch. You should also be able to detect if a detected pitch stays in a very small range for a while. From the top of my head, I'd think it might be interesting to find the closest desired pitch and give the number of cents to match it, but even that should be possible. With my control signal quantiser I have certainly managed to pull an incoming frequency to the near43est matching note.
All in all, it might be a good project to sharpen your skills.
